Short version: the EU is phasing in structured e-invoicing. OrderBay generates the standard XML (UBL 2.1 and Factur-X CII) from a WooCommerce order so you can hand it off, but it does not transmit over Peppol. Here is the honest scope.

What is actually changing

Several EU countries are moving from PDF invoices to structured e-invoices: machine-readable XML that follows the EN16931 standard. France’s B2B reform lands in phases from September 2026, Germany is phasing in its own requirements, and others are following. The practical effect for a WooCommerce seller is that a pretty PDF may no longer be enough; you may need the underlying structured data in a recognized format.

The jargon, briefly

  • EN16931 is the European semantic standard that says what fields an e-invoice must contain.
  • UBL 2.1 and CII are the two XML syntaxes that carry EN16931 data. Peppol BIS Billing 3.0 is the common UBL profile.
  • Factur-X (a.k.a. ZUGFeRD) is a PDF/A-3 with the CII XML embedded, so one file is both human-readable and machine-readable.
  • Peppol network is the delivery layer, the pipes that transmit the invoice between businesses, usually through a certified access point or PDP.

What OrderBay does NOT do (read this)

OrderBay is export only. It generates the e-invoice XML and (optionally) a Factur-X PDF so you can download it, archive it, or pass it to your accountant or a certified access point. It does not connect to the Peppol network or any PDP, and it does not file anything with a tax authority for you. The output is an EN16931 baseline covering the mandatory core; it is not yet validated against the official EN16931 Schematron rules inside the plugin. This is a tool, not tax advice: validate a real order through an official EN16931/Peppol validator before relying on it, and confirm exactly what your jurisdiction requires with your accountant.

Why this framing on purpose

Plenty of plugins imply “compliant, done.” Compliance is a legal state, not a feature checkbox, and the delivery step (Peppol) is a separate certified pipeline. OrderBay gives you the correct structured data with no per-order fee and no second subscription, and is honest about where its job ends and your accountant’s begins. If you need in-plugin Peppol delivery today, use a plugin that transmits over the network; if you need the structured files and the rest of the fulfilment desk, that is OrderBay.

Does OrderBay make my WooCommerce store compliant with the EU e-invoicing mandate?

But compliance is a legal state, not a single feature: OrderBay is export only, does not transmit over Peppol, and does not validate against the official Schematron internally. What is the difference between exporting an e-invoice and sending it over Peppol?

Exporting produces the standard XML file (UBL or Factur-X CII) for you to download, archive, or hand off. Sending over Peppol transmits that file between businesses through a certified access point or PDP. OrderBay does the export; it does not do Peppol network delivery.

What formats does OrderBay export?
